Our work to improve population health for communities in Greater Manchester is a key part of ending inequality.

Population health is an approach that aims to improve the health of a population, including physical and mental health and wellbeing. The approach also reduces health inequalities.

Population health in Greater Manchester

Greater Manchester has a strong track record of systematically improving population health.

Addressing deep-seated health inequalities requires collaboration between the VCFSE sector, the NHS, localities, GM Combined Authority, research and education organisations, local businesses, and people and communities.

What work are we doing?

Population Health is one of the delivery themes under the VCFSE Accord Agreement. We support and influence decision-making through our two subgroups: VCFSE Population Health subgroup and VCFSE Population Health Data subgroup.

Social Prescribing and Person and Community-Centred Approaches 

Our role aims to maximise the role of people and communities (including through activities such as Social Prescribing, universal and targeted wellbeing and prevention work) in order to sustain and grow preventative activity which addresses the wider social determinants of health and / or activities which support the individuals and groups who are at greatest risk of poor health.

VCSE Data, Intelligence, and Insight 

We are working to increase meaningful investment in the VCSE sector at all levels to be able to participate in generating, sharing and using business intelligence, which helps to identify and tackle health inequalities at neighbourhood, locality, and Greater Manchester level.

Developing the Greater Manchester Population Health System

We facilitate VCSE engagement in Population Health policy, systems development and commissioning of prevention programmes and shaping the conditions and characteristics of a population health 'system' at different spatial levels. Our work has a particular focus on poverty and cost of living, and protecting investment in VCSE architecture needed to sustain core VCSE delivery of population health priorities.

Tackling Inequality and Fairer Health For All

The COVID-19 pandemic laid bare the impact of deprivation on health outcomes for people in Greater Manchester compounded by a multitude of wider inequalities. Two reports, GM Independent Inequalities Commission report and Build Back Fairer in Greater Manchester (the ‘Marmot’ report)  sought to quantify the scale of the challenge and propose potential solutions.

The Fairer Health For All Framework (previously called the Build Back Fairer Framework) has been developed to respond to these reports and is vital to the Integrated Care Partnership's efforts to enhance health, reduce inequalities and create a greener, fairer and more prosperous city region. Our work focuses on resourcing the VCSE sector to be able to collaboratively shape and implement the Fairer Health For All Framework to address health inequalities at neighbourhood, locality and Greater Manchester levels.

Request VCFSE participation

For Statutory agency or other partner requesting VCFSE participation

The role of the statutory agency or other partner requesting participation.

  • Use GM VCFSE Leadership Group as the first point of contact to set up VCFSE sector participation on a board/group
  • Recognise the independence of GM VCFSE Leadership Group in selecting participants in whom members of the VCSE sector have trust and confidence. In certain cases, the board/ group will work alongside GM VCFSE Leadership Group to ensure that the appropriate participant is selected
  • Provide the information requested in the below form (as far as possible) when making a request for VCFSE sector participation to the GM VCFSE Leadership Group
  • Offer an induction for the participant and identify key documents the participant should be familiar with prior to starting to attend meetings
  • Recognise the different issues associated with consulting and representing a ‘sector’ as opposed to a single agency and take these into account in terms of the expectations of the VCSE sector’s role (This may mean ensuring the participant has time to undertake consultation: the participant cannot offer guarantees or any such undertakings without consultation)
  • Be clear about any requirements for confidentiality
  • If possible, aim to financially support representation of VCFSE sector through offering an annual bursary
  • Work with GM VCFSE Leadership Group to identify capacity building issues and way in which these can be supported

Dispute resolution

If there are concerns about anyone participating on behalf of the VCFSE sector, or if the participant has concerns about their role in the Board/Group, the situation will be dealt with informally in the first instance through discussions with the GM VCFSE Leadership Group and the group/board’s chair.
