

VCFSE Advisors Embedded in the GMCA as the Expertise and Knowledge of the Sector
Greater Manchester VCFSE Leadership Group member Liz Windsor-Welsh, CEO of Action Together and Director at 10GM, and John Hannen, have joined the GMCA in advisory roles.
Demonstrating the ever-strengthening relationship between the VCFSE sector and the GMCA, Liz and John have been acting as short-term strategic advisory roles in the GMCA since late 2024. This appointment has presented an opportunity for the VCFSE sector to be engaged in discussions regarding the sector, communities, inequalities and devolution, and supporting the agenda-setting work going on across our city region.
With important items such as the new integrated settlement, work and skills, Live Well, housing, and homelessness on the agenda, this opportunity has been incredibly timely. It is vital that the VCFSE sector’s voice is heard in discussions around growth and reform, policy planning related to the sector, and to enhance cross-sector relations and enable knowledge sharing between partners.
These appointments came after years of pioneering relationship building and work in Greater Manchester. The Greater Manchester VCFSE Accord has been the bedrock of a productive relationship aimed at establishing parity between the VCFSE and public sector partners, including the Greater Manchester Combined Authority and NHS Greater Manchester. The GM VCFSE Leadership is continuing to provide the sector voice in devolution.
The roles were accompanied by plans to increase the role of VCFSE sector expertise within the GMCA, providing a platform to strengthen the voice of the VCFSE sector within strategic planning and discussions.
