Blog: Breaking Down the Greater Manchester Trailblazer Devolution Deal

In March 2023, Greater Manchester’s leaders signed the latest devolution deal with central government. This ‘trailblazer’ deal (one of only two in England, alongside the Conservative-led West Midlands Combined Authority) was cited in the Levelling Up White Paper, published in 2022 and builds on a series of devolution deals which began in 2014.

A hugely significant step in this deal, is the commitment to a ‘single settlement’ for Greater Manchester (GM) from the next spending review, likely to be in 2025.
